Open Question: laws pertaining to custody issues?
I am writing a novel at the moment, and the main character is an 18 year old boy, previously a foster child, who is trying to gain custody over his 10 year old sister, who is a foster child with different foster parents than his own. He is trying to gain custody in order to bring his only family member back to him so that they can truly BE a family [he has not seen his sister in about 8 years].
